I'm pretty sure California has some of the strictest laws in the states when it comes to emissions testings and stuff like that. I know Las Vegas has pretty strict laws, too. But if you ever search on Honda-Tech, there are Cali guys are ALWAYS asking each other for ECUs, headers, cat-converters, stuff like that, anything to meet the C.A.R.B. restrictions out there. It's because, yes, cops do profile against so-called streetracers and those who resemble them, but the law out there is the law so cops will do their so-called best to enforce it.
Now as far as the illegal engines part:
Stolen could be just one of the reasons for the illegal part. But I've read (possibly RiceyMcRicerton's "What Swaps are available for my car" thread on h-t)somewhere that it's also illegal to take an older motor and put it into a newer car. Period. Someone can confirm this, I might just be talking out of my ass.
I'm sure this was a mixture of stolen engines, (non-paid) fix-it tickets, (non-paid) tickets in general, streetracing, repeated violations.
After all, these were COURT-ORDERED vehicular crushings, some there had to be some major violations, not to mention the 13 suspected deaths due to streetracing.

yea didnt they make that engine law so that people wouldnt put old motors with alot of miles in a newer car and sale it with that crappy motor..then sale the new motor?

illinois is trying to pass the same laws checkout the new streetracing punishments for IL starting jan 08 rediculous
