Default Headlight trouble shoot

So the driver side headlight on my 95 civic will not work unless i have a jumper wire going from headlight to headlight. I was wondering if anybody else has ever had this problem, and what ur issue turned out to be. Please flood me with questions to help me figure this out. Thanks.

Which wire do you have jumpered? Has it always acted up?
