how would i go about hooking that up. from the wire harness inside the car the black cord is only extending 1-2 inches out of the harness. could i just electrical tape it to a piece of metal?

Just get a self tapping screw and don't do the electrical tape. You want a good solid ground and not something that can come loose first time the car gets super hot from the sun.

if that doesn't fix it...
You could take a wire from your Ac..
I had a problem with my posotive wire.. and it wasn't getting any signal.. so I stole the AC wire and turned into two... and one went to the stereo and the other to the AC

what does it mean when you take off the face plate and the deck still wont turn on but the lights flash where your cd would usually go in under the face plate
-- sorry if that does not make sense

If the face plate Is off and you see a blinking red light it is just that, a light. It was put in by the manufacturer so it would simulate the light on an alarm system and deter thieves from trying to break In. To me it also serves as an indicator that there is power to the unit....although sometimes there is a small reserve battery that could be running it.

.....then again I could be completely wrong since I a not an audio guru....LOL somebody correct me if I'm wrong, misinformed, or this may not even be the right light we are talking about!! Ha ha
